Merger Announcement

We are delighted to announce that Progressive Engineering Consultants, Inc., and NMP Engineering Consultants, Inc.,  have merged.

PEC is a fully certified MBE/DBE in Maryland, Virginia, DC and Delaware. PEC is also a certified DBE by WMATA and the City of Baltimore. PEC’s services include providing construction management and inspection personnel (CMI), CPM Schedule services, and Expert Claim Analysis services.  PEC has been in business since 1980 providing these and many other engineering services to our satisfied clients assisting them in achieving their MBE/DBE goals.  PEC actively participates with our clients to ensure the Contracting Agency’s needs are met.

We are very excited for this merger. Through this combination, we have created a unique strategic opportunity by combining PEC’s multiple years of expertise with NMP’s expansive capabilities. We will remain focused on our customers and strengthen and build on our offerings to deliver even greater value.

PEC HISTORY

Progressive Engineering Consultants, Inc. (PEC) is a Minority Business Enterprise certified as a DBE in Maryland, Virginia, Delaware, DC, Baltimore City and Howard County.  PEC, established in 1980 as a consulting firm, provided various engineering services to government agencies and private developers.  In 1992, PEC incorporated and began focusing engineering services on Construction Management/Inspection (CMI) and expanding the CPM schedule and construction claims analysis areas within the Transportation industry.  Currently, these are PEC’s main areas of focus.

In early 2013, PEC’s new ownership focused on increasing quality and reliability to our clients.  PEC took positive steps to ensure PEC’s internal clients, our PEC employees, were provided every opportunity to achieve a positive lifestyle.  PEC provided an increased benefit package which included 80% paid premiums for health and dental insurance and 100% paid premiums for life & accidental death/dismemberment, and short & long term disability insurance. By providing PEC internal clients a positive working environment, PEC provides excellent service for our external clients.

PEC’s management staff additions of Mark J. Flack, P.E., Bill Davitt, and Jennifer L. Grabowski, have enhanced relationships with our clients by providing superior service in their respective areas.  PEC is also active in the consultant engineering community including participation in the ACEC (American Consultant Engineers Council), MAE (Maryland Association of Engineers), and CEAM (County Engineers Association of Maryland).

These positive changes have resulted in a dramatic increase (over 200%) of personnel since new ownership took over and PEC continues to grow by supporting the philosophy of meeting the clients’ needs in every way possible.  The PEC team of nearly 80, includes government support staff including, managers, engineers, inspectors, specialty personnel, and administrative staff.

Mark J. Flack is Vice President of Construction Services and a State of Maryland Registered Professional Engineer.  Mark has over 33 years of experience in construction administration, management, and inspection.  Mark’s State career encompassed nearly every facet of highway construction culminating in his service as the State Director of Construction.  Mark is fully engaged with PEC to exceed the needs of the clients.

Bill Davitt is Director of Scheduling/Claims Analysis.  Mr. Davitt has over 32 years of construction experience.  Bill’s initial 15 years in construction inspection and management of Maryland State Highway Administration projects and subsequent 17 years of CPM schedule/claims review expertise provide a unique, experienced perspective for issue resolution on construction projects.  Mr. Davitt is well known across many Government agencies for his expertise, dispute avoidance, construction claim analysis and resolutions scenarios, and CPM scheduling.  Mr. Davitt is currently expanding PEC’s CPM and Claim Analysis section.

Jennifer Grabowski, PHR is the Vice President of Administration.  Jennifer has extensive experience within the A/E industry including billing, human resources, and marketing.  She also assists with marketing and teaming arrangements. As PEC’s Director, Jennifer supports PEC’s staff in all aspects of human resources.  PEC’s recent and continued growth and success are, in part, attributable to Jennifer’s excellence in service.

PEC currently supports the following Maryland Government Agencies through open-ended CMI and supplemental engineering contracts; SHA, MTA, MDTA, MAA, Montgomery County.  PEC supports these agencies as requested and has provided not only construction inspectors/managers but also; utility engineers, utility inspectors, construction auditors, access permit inspectors, construction coordinators, administrative personnel, safety inspectors, track inspectors, mechanical inspectors and other specialty positions required by the client.

PEC currently actively participates in CPM schedule reviews to proactively avoid and/or mitigate project delays.  These CPM schedule services are being provided for SHA, MTA, and the Montgomery County Division of Transportation Engineering.  PEC has also provided retrospective delay claim investigation and analysis service to the State of Maryland Attorney General’s office for contract litigation claims.
